Fuel imbalance EICAS limits exceeded. Signed off: refueling valve and defueling valve in left fueling station have been opened. FYI: 15;000 pounds in horizontal stabilizer tank was moved out and then back into horizontal stabilizer tank at ZZZ. Load planning decision directing the fueling contractor. Following quote by a B747 fleet technical captain could not be further from the truth; 'we seem quick to blame outsourcing these days based on emotion more than fact.' sad statement in a safety oriented industry.

Narrative: Fuel imbalance EICAS limits exceeded. Signed off: Refueling valve and defueling valve in left fueling station have been opened.
