Narrative:
Flight overflying bwi en route iad-phl IFR 7000'. Just after passing over bwi at approximately XA20 EST approach advised us of traffic at our 9 O'clock position, 3 mi 5000'. 'No contact.' air carrier flight en route bwi newark, nj called us in sight and cleared to 9000'to maintain visibility sep. Traffic was again called to us at 9 O'clock less than 1 mi 6200' and climbing. 'Still no contact.' ATC again questioned air carrier if they had us in sight because they were concerned with sep as per phone conversation with bwi approach controller. We then saw air carrier. He was at our 11 O'clock position just out of 7000' climbing rapidly less than on quarter mi away. Air carrier then confirmed they had us in sight 'directly below them at that time.' sometime later ATC bwi called the traffic out of 8000' and no longer a factor. I would call this a near miss but at best careless and reckless operation by the air carrier crew.

Narrative: FLT OVERFLYING BWI ENRTE IAD-PHL IFR 7000'. JUST AFTER PASSING OVER BWI AT APPROX XA20 EST APCH ADVISED US OF TFC AT OUR 9 O'CLOCK POS, 3 MI 5000'. 'NO CONTACT.' ACR FLT ENRTE BWI NEWARK, NJ CALLED US IN SIGHT AND CLRED TO 9000'TO MAINTAIN VIS SEP. TFC WAS AGAIN CALLED TO US AT 9 O'CLOCK LESS THAN 1 MI 6200' AND CLBING. 'STILL NO CONTACT.' ATC AGAIN QUESTIONED ACR IF THEY HAD US IN SIGHT BECAUSE THEY WERE CONCERNED WITH SEP AS PER PHONE CONVERSATION WITH BWI APCH CTLR. WE THEN SAW ACR. HE WAS AT OUR 11 O'CLOCK POS JUST OUT OF 7000' CLBING RAPIDLY LESS THAN ON QUARTER MI AWAY. ACR THEN CONFIRMED THEY HAD US IN SIGHT 'DIRECTLY BELOW THEM AT THAT TIME.' SOMETIME LATER ATC BWI CALLED THE TFC OUT OF 8000' AND NO LONGER A FACTOR. I WOULD CALL THIS A NEAR MISS BUT AT BEST CARELESS AND RECKLESS OPERATION BY THE ACR CREW.
