Narrative:

While passing through about 13;000 ft; the flight attendant called to report the fire alarm was going off in the aft lavatory. She reported that there was also a strong chemical odor near the lavatory; but they were unable to locate the source of the fumes. After a short discussion; the captain decided to return to ZZZ. We notified center; declared an emergency; and received clearance back to ZZZ which was accomplished uneventfully. After landing; maintenance checked out the aircraft; no further fumes were noted.
