Narrative:
After the landing gear was selected down; the 'steering inoperative' caution messages appeared. Informed ATC of need for go around and completed the quick reference handbook checklist. Problem continued; declared emergency and requested runway xxr; the emergency equipment; contacted dispatch and informed them and requested a tow to stand by in case we needed to be towed to the gate. Also spoke with the flight attendant and the passengers prior to landing.
