Narrative:
On walkaround; I noticed that the leading edge of the horizontal stabilizer had rime ice adhering to it. The rest of the aircraft was ice free. I called deice control and informed them that we needed only the tail deiced. At the same time; deice control called the cockpit from the ground to say we had a clean airplane. I commented that in fact we did not and needed the tail deiced. My concern is that the deice crew was going to release our flight with ice adhering to the tail. I made absolute sure that there was rime on the tail during my walkaround; especially because it was nighttime which made viewing more difficult. There was not any falling precipitation; but aircraft were picking up ice on the arrival to ord.
