Narrative:
On arrival phase; upon selecting flaps 20 degrees; we received a 'flaps fail' message. Flaps failed at 8 degrees. We notified ATC; discontinued the approach and received vectors while we ran quick reference handbook. We briefed our flight attendant and passengers. I contacted dispatch and talked to maintenance control briefly. We declared an emergency and landed uneventfully.

Title: CRJ200 Captain reports FLAPS FAIL EICAS with flaps at 8 degrees. QRH is consulted and safe landing ensues.
