Narrative:
Departing vcv on a charter; we were through 8;000 ft MSL for 10;000 ft; 20 NM east of pmd VOR. Joshua control issued traffic at our 12 o'clock position; a twin beech; I think. We then got a TA for the traffic; but we still couldn't see it. Then we got an RA 'decrease vertical speed' then 'monitor vertical speed.' the first officer did a really nice job executing the procedure. We got the 'clear of conflict' right after that. Joshua control cleared us to climb through this oncoming aircraft's altitude! This is the second time in 2 days we have had to execute a TCAS maneuver in their airspace.

Title: B747 departure from VCV experienced TCAS RA at 8000 FT; reporter indicated second TCAS event in two days operating with ATC's Joshua Control facility.
