Narrative:

Inbound aircraft to atl on RNAV stars are 'not' cleared to descend via; however; the altitudes and speeds are still published on the approach. There is no known guidance to controllers or pilots whether or not they should be complying with the altitudes and speed assignments posted on the arrival. On a daily basis; numerous aircraft inbound to atl do not comply with the speed assignments on the STAR. In addition to that; many still ask if they need to comply with the speed assignments and altitudes. This level of confusion will -- and has -- led to pilot deviations and controller operational errors. As controllers; we have been forced to come up with alternate procedures to correct the procedures already in effect.

Title: A80 Controller expressed concern regarding the non-adherence to the speed and altitude restrictions on the various RNAV STARS into ATL; alleging confusion has resulted in pilot deviations and Controller errors.
