Narrative:

Air carrier X was flying the eldee 4 arrival to dca. The arrival is an RNAV arrival with a profile descent. The profile begins at revue intersection at 15;000 ft. Upon scan; air carrier X was over revue intersection at 13;000 ft. They had started their descent early and put themselves at the arrival corridor of iad; out of 14;000 ft for revue intersection at 11;000 ft immediately below them. The frontline manager was advised. To my knowledge; no further investigation has taken place. I was not asked for a statement nor a pilot deviation filed. Pilots have been starting down early on this particular arrival very frequently and the FAA is well aware. The problem with the arrival is that it needs to be identified and corrected before something tragic happens.

Narrative: Air Carrier X was flying the ELDEE 4 arrival to DCA. The arrival is an RNAV arrival with a profile descent. The profile begins at REVUE Intersection at 15;000 FT. Upon scan; Air Carrier X was over REVUE Intersection at 13;000 FT.
