Narrative:

Aircraft X had a filed airspeed of 352 KTS. Once aircraft leveled off; a clearance was issued to reduce speed to 200 KTS in order to comply with metering times issued by traffic management analysis. Even though the aircraft's speed was reduced; metering times kept increasing upwards to a 3 minute delay. This system appears to be corrupt.
