On climbout ZZZ at approximately 17;000 ft; we received a 'flaps fail' message indicating zero degrees. After conferring with dispatch and maintenance; we returned to ZZZ. We declared an emergency and landed uneventfully at 43;000 pounds.

Title: CRJ200 returned to departure airport after receiving a flaps fail message on climb out.
Narrative: On climbout ZZZ at approximately 17;000 FT; we received a 'Flaps Fail' message indicating zero degrees. After conferring with Dispatch and maintenance; we returned to ZZZ. We declared an emergency and landed uneventfully at 43;000 LBS.
