Narrative:
After takeoff; the flaps failed on initial climbout. The flaps failed at 8 degrees. Captain was pilot flying. First officer was pilot monitoring. ATC was advised of condition and that we would be running checklists and returning to land. Flaps fail checklist was completed. Once all checklists were completed; the captain contacted flight control; maintenance; and operations to advise them of the situation. Seeing that the landing would be overweight; captain declared an emergency and advised ATC that we wanted runway xxr for our landing runway. Landing was accomplished uneventfully; touching down at 200 FPM at just under 48;000 pounds.
