Narrative:
Air carrier X filed phl direct psb and onward. Tower controller cleared the aircraft as filed instead of issuing the correct routing. On climbout; I cleared the aircraft direct ptw but the pilot stated that ptw was not on his route of flight. This facility does not provide a good method of addressing these issues.

Title: PHL TRACON Controller voiced concern regarding Tower issued clearance; non compliant with established procedures; adding the facility's failure to provide a good method of addressing same type issues.
Narrative: Air Carrier X filed PHL direct PSB and onward. Tower Controller cleared the aircraft as filed instead of issuing the correct routing. On climbout; I cleared the aircraft direct PTW but the pilot stated that PTW was not on his route of flight. This facility does not provide a good method of addressing these issues.
