RNAV arrivals into atl are still showing speed restrictions and altitude assignments. Numerous aircraft are confused on when and if they should follow the speed and altitude restrictions. This has already led to an operational error and there seems to be no action being taken to correct the issues.

Narrative: RNAV arrivals into ATL are still showing speed restrictions AND altitude assignments. Numerous aircraft are confused on when and if they should follow the speed AND altitude restrictions. This has already led to an operational error and there seems to be no action being taken to correct the issues.
