RNAV arrivals into atl are still showing speed restrictions and altitude assignments. Numerous aircraft are confused on when and if they should follow the speed and altitude restrictions. This has already led to an operational error and there seems to be no action being taken to correct the issues.

Title: A80 Controller voiced concern regarding the published restrictions on the RNAV STAR procedures vs. the facility operational practices; alleging an operational error has already resulted.
Narrative: RNAV arrivals into ATL are still showing speed restrictions AND altitude assignments. Numerous aircraft are confused on when and if they should follow the speed AND altitude restrictions.
