Narrative:
While I was working the deale sector at the potomac TRACON; I cleared air carrier X to descend from 16;000 ft to 11;000 ft on the OTT6 STAR to bwi. The aircraft entered the 10 mile restriction zone of airspace that encircles the dca VOR. This airspace restriction was created by the FAA in feb/2009; and applies only to united states air carriers. As far as I know; the FAA has not published a NOTAM or otherwise notified airline companies of this airspace restriction.
