Narrative:
I was the pilot not flying. Climbing out of ZZZ toward the east nearing FL180; I was getting ready to reset the altimeters to 29.92 when there was a sudden strong odor in the cockpit that smelled of burning electrical wires. Immediately looked at the captain and we realized the situation we were in -- memory items were completed; and declared an emergency with a return to ZZZ. Continued flight manual checklist items. During the descent; the flight attendant notified us of a passenger that said she was having a panic attack and requested paramedics; and as we continued; the flight attendant told us the fumes were in the cabin; and later; starting to dissipate. We continually asked the flight attendant if there was any change in the status of the fumes and; based on his answers; continued past ZZZ1 and landed to taxi to the gate. Title: Approaching FL180 EMB145 flight crew detects electrical fumes and declares an emergency. After complying with flight manual procedures; fumes began to dissipate and crew elects to return to departure airport.
