Narrative:
I was working the deale sector at the potomac TRACON. This sector works arrivals to bwi from the southwest. Air carrier X; navigating via the OTT6 STAR; entered the restricted airspace that is within a 10-mile radius of the dca VOR. The FAA established this airspace restriction on feb/2009. The restriction was implemented by a memorandum from the FAA to air traffic controllers at potomac TRACON and only applies to us air carriers. There is no NOTAM advising pilots to stay clear of this airspace. The FAA has not told air traffic controllers why us air carriers are prohibited from flying within 10 miles of dca or has the FAA made this restriction known to the general public. The memorandum from the FAA to air traffic controllers are available on request.

Title: PCT Controller described airspace entry event; claiming the FAA established the subject restricted airspace via memo; did not issue any NOTAMs; or inform the user via any other methods.
