Narrative:
The flight was dispatched to a closed airport. The NOTAM that I reviewed appeared to state that the airport would only be closed at XA45. Or flight was scheduled to arrive at XC40Z. The estimated time of departure was xx:15Z on the previous day; ete 3.30 hours and our dispatched ete was 01.45 hours. A cell call was received at 2.27 hrs prior to our ETA. The message from dispatch concerning the airport closure was relayed to our flight at that time. The flight was then redispatched to okbk via phone patch at the redispatched point. The closure was also not indicated in the flight release. The flight received a selcall and a message over commercial radio; relayed from dispatch; concerning the airport closure. The aircraft was slowed to arrive at obbi after the airport would be open. The event occurred due to misinterpretation of notams. Air carriers will occasionally receive permission to dispatch to a closed airport. If this ever occurs a note should be in the dispatch release pointing out that fact.
