Narrative:

With the atl ASR-9 radar otm; controllers are required to use the mge ASR-8 radar system. While working the south final to the world's busiest airport; the radar presentation was almost unusable. ARTS tags jumped from parallel finals to my final; speeds were indicating 250 KTS on one hit; then 140 KTS on another hit; then 180 KTS on another hit. We should stop triple-va's while the atl ASR-9 radar is otm or out of service. We are not allowed to run simultaneous ILS approaches; even to two runways. This makes no sense seeing that ILS's are much more controlled than visual approaches.
