Narrative:
I was flying from right seat, upgrading captain in left seat. Descending through FL270 in clear with light chop, heard report of mdt turbulence in clouds ahead. Told upgrading captain to have F/a's be seated, seatbelt sign already on, as I slowed to 280 KTS, and I heard him make a passenger announcement to that effect. At approximately 17000' in clouds we hit an area of momentary moderate turbulence and rain which I exited in approximately 15 seconds with a right turn. Our radar showed we were in a clear area between scattered light rain showers. The upgrading captain reported, 'severe turbulence and hail,' which I felt was an overstatement and should have changed, but didn't because I was busy flying the airplane. His report would keep others clear of the area, and I figured we could discuss it later. Also, was reluctant to second guess his opinion in front of FAA inspector on jumpseat who was giving him a check. To the best of my knowledge and belief all passenger and F/a's were seated prior to the turbulence. Remainder of flight and landing uneventful. Inspector left after cordial goodbyes and didn't seem to feel we had carelessly gotten in turbulence we should have seen or any other errors. Discussed occurrence with dispatcher after landing. Although in my opinion turbulence was moderate, didn't even spill a cup of ice in cockpit. Asked maintenance to inspect aircraft as precaution since we reported severe on radio. Inspection performed, no problem at all found. Was called by the office 3 hours later. 2 F/a's slightly injured. Thought I saw captain or F/east telling them on interphone as well as P/a to be seated, but they hadn't. Attempting now to find out why some of them were up when we hit the bump. Also curious why F/a's didn't tell me at the time.

ALTHOUGH IN MY OPINION TURB WAS MODERATE, DIDN'T EVEN SPILL A CUP OF ICE IN COCKPIT. ASKED MAINT TO INSPECT ACFT AS PRECAUTION SINCE WE RPTED SEVERE ON RADIO. INSPECTION PERFORMED, NO PROB AT ALL FOUND. WAS CALLED BY THE OFFICE 3 HRS LATER. 2 F/A'S SLIGHTLY INJURED. ALSO CURIOUS WHY F/A'S DIDN'T TELL ME AT THE TIME.
