Narrative:
On a flight from pfn to mem, after the crew was notified for takeoff and the F/a closed and locked the cockpit door, a deadheading F/a and a passenger observed: overhead storage bin doors open, passenger out of their seats (to close bin doors), carry on luggage not stowed properly. Also, after landing in mem and before cockpit door was opened, passenger were observed out of their seats during taxi in.

Title: PASSENGERS REPORTED OUT OF THEIR SEATS DURING TAXI IN AND OUT.
Narrative: ON A FLT FROM PFN TO MEM, AFTER THE CREW WAS NOTIFIED FOR TKOF AND THE F/A CLOSED AND LOCKED THE COCKPIT DOOR, A DEADHEADING F/A AND A PAX OBSERVED: OVERHEAD STORAGE BIN DOORS OPEN, PAX OUT OF THEIR SEATS (TO CLOSE BIN DOORS), CARRY ON LUGGAGE NOT STOWED PROPERLY.
