Narrative:
On an approach; as flaps were being extended to land; flaps became stuck in about position #1; and slightly split. After trying to retract and re-extend flaps; flaps remained in stuck position. We initiated a go-around. After leveling off and being vectored; we completed a checklist (flaps; trailing edge: asymmetrical). We chose to divert to ZZZ1; being an equal time from ZZZ2 at that point. The captain was flying and coordinated with dispatch. I was talking with ATC and reading the checklist. We decided to declare an emergency due to the extra speed we would be landing at and the possibility of something going wrong on the runway. We landed uneventfully; and proceeded to the gate. We were under a bit of pressure due to fuel. We had been slowed down and held before going into ZZZ2. Our fuel situation didn't leave any time to try and work the problem with maintenance/dispatch to try and get the flaps extended.
