Narrative:
Large transport X left fresno on a short flight to den. I was the controller involved. A flight of 3 fgt Y's were on a flight from lemoore NAS to fallon NAS at 20000'. Large transport X came over to me from fresno approach climbing to 10000'. I cleared the large transport X to 19000', but my xmissions were blocked by someone keying my frequencys. I attempted and finally succeeded in getting the frequencys unblocked, and with the traffic vol building, I hurriedly cleared large transport X to 23000' thinking 19000'. I quoted the traffic to large transport X. He got them in sight and proceeded to climb through their altitude. At no time did the large transport X question my actions. But I failed to separate him from the fgt Y as per regulations.

Title: ARTCC RADAR CTLR CLIMBED AN LGT THROUGH ALT OCCUPIED BY FLT OF 3 FGTS WITH LESS THAN STANDARD SEPARATION.
Narrative: LGT X LEFT FRESNO ON A SHORT FLT TO DEN. I WAS THE CTLR INVOLVED. A FLT OF 3 FGT Y'S WERE ON A FLT FROM LEMOORE NAS TO FALLON NAS AT 20000'. LGT X CAME OVER TO ME FROM FRESNO APCH CLBING TO 10000'. I CLRED THE LGT X TO 19000', BUT MY XMISSIONS WERE BLOCKED BY SOMEONE KEYING MY FREQS. I ATTEMPTED AND FINALLY SUCCEEDED IN GETTING THE FREQS UNBLOCKED, AND WITH THE TFC VOL BUILDING, I HURRIEDLY CLRED LGT X TO 23000' THINKING 19000'. I QUOTED THE TFC TO LGT X. HE GOT THEM IN SIGHT AND PROCEEDED TO CLB THROUGH THEIR ALT. AT NO TIME DID THE LGT X QUESTION MY ACTIONS. BUT I FAILED TO SEPARATE HIM FROM THE FGT Y AS PER REGS.
