Narrative:
Pre departure clearance had ***revised segment*** -SFO8 sfo sac- then in the bottom of the remarks section there was a comment 'contact clearance 118.2 for revision.' when the crew called clearance the controller assigned SHOR1 departure. With the problems we have had out of sfo I find this unacceptable. We had a revised segment in the body of the pre departure clearance with a ***remarks*** to call clearance for a revision. So; sfo revised the revision before they even sent the pre departure clearance. No wonder errors are occurring.

Title: Air carrier Captain voiced concern regarding PDC 'remarks' instruction requiring communications with ATC for revision to original clearance; changing SFO8 to SHOR1 SID.
