Narrative:
Learned from a pilot that published holding over cun NDB (popular holding fix for training flights) changed from northeast to southeast. ATC is often unaware of such publication changes. This appears to be a national problem. FAA naco terminal procedure publications update without defining any changes that may have occurred. The publication is marked with a C* to indicate that a change has occurred; but often it is a very small change that is hard to find. These publications should include a briefing package that details the changes.

Title: FAI Controller voiced concern regarding new published holding pattern directions at CUN NDB; alleging NACO changes are not identified properly for easy recognition.
