Narrative:
I was working local control and ZAB switched a IFR C172 to my frequency. The C172 was well outside of our class D at 100 just starting the ILS approach north of drk. I advised the C172; per our local requirements that he was outside of our airspace and that radar traffic advisories aren't available. I realized; via our stars display; that ILS C172 had traffic right underneath him at 083. I told the C172 to stop his descent at 090 due to the traffic right below him and called traffic. The C172 could not see the traffic; as they were right below them and out of sight. I suspected that the unidentified traffic was an aircraft flying the ILS VFR. Since ZAB does not provide radar services to aircraft on approaches into prc and the FAA won't allow prc ATCT to provide these services; the local flight schools have an advisory frequency that they use for approaches. The C172 went to the advisory frequency and made contact with the unidentified aircraft which was a locally based R22 flying a VFR ILS. The R22 voluntarily made a 360-degree turn on the approach to follow the C172 and I then allowed the C172 to descend and fly the ILS approach unrestricted. ZAB should not switch an IFR aircraft to tower so soon and should ensure that there is no traffic prior to switching to tower. The FAA has to either let us provide true approach control services or make P50 take the airspace as soon as possible.

Title: PRC Controller described conflict event at 8300 FT when traffic on ILS approach; transferred from ZAB; was observed having traffic immediately below. Reporter cited tower's inability to use STARS equipment for traffic information and ZAB's early transfer of traffic as causal factors.
