Narrative:
At manassas regional airport. Weather was wind calm; 3/4 mile visibility; 200 overcast; and use runway 16L. I had IFR clearance from potomac clearance; 120.2; as clear to our destination airport; radar vector casa nova VOR buffer; 3000 ft after 10; expect FL200; frequency 124.65; squawk code. After 30 minutes; we started to taxi runway 16L. Captain was a flying pilot and I; first officer; was a non-flying pilot. We were holding short runway 16L. During initial climb thru 800 ft; tower: FA20; contact potomac departure; 124.65.pilot: contact potomac departure. After switched frequency to potomac departure; 124.65; pilot: potomac departure; good morning; FA20; climb 1100 to 3000; maintain runway heading. Potomac departure: radar contact passing 1500; what heading? Pilot: heading 160; runway heading; FA20. Potomac dep: FA20; right heading 290 immediately. Captain turned right immediately and continued to climb. Pilot: turn right 290 immediately. Potomac dep: FA20; descend back to 2000. Captain stopped climb and started to descend back from 2700 ft to 2000 ft. Pilot: descend to 2000. Potomac dep: FA20; turn right heading 310. Pilot: turn right heading 310. Potomac dep: climb to 5000. Do you have arsenal two departure in clearance? Pilot: negative. (We had a clearance as radar vector to casa nova and did not have any SID for IFR clearance). Departure thought that we had arsenal two departure SID in clearance. We did not have that clearance. We just expected to follow as clearance for radar vector to casa nova VOR. After we came to our destination; captain contacted to potomac center. They told that they gave us route for IFR clearance; direct to casa nova VOR then radar vector. When I had IFR clearance from potomac clearance; I repeated back to potomac clearance. Also; I asked a route and verified with them again second time because I did not have any SID for IFR clearance. Potomac center told to captain that they will review with their record. Potomac clearance and departure had confused what they gave us for IFR clearance.
