A dispatcher reported he was unable to research a mechanical problem a flight crew reported to him; and then was unable to contact the flight via ACARS. Apparently his computer-based systems references were shutdown for maintenance without notification.

Narrative:
Flight I was working had an ECAM message. Asked question on ACARS. Said I would check and get back to him..tried to open online manual ..not available...advised ...had to go get a book..checked computer and found some info..sent on ACARS..awaited response no response..sent other messages check if problem with computer system..ACARS messages didn't seem to be going out. Had advised operations manager about manual previously..then no ACARS..called and got hold of crew..verified messages weren't going thru..gave info via radio..then other computer accesses started to fail. Realized weather had also failed. Started inputting weather. Online MEL failed...computer programmers on site putting in links for us to use. All came down to fact the computer gurus were working on computer system and failed to let anyone know...parts of what we used intermittently went down. Had to put weather in manually..slow process...stations not there yet.. All of which took time.
