Narrative:

After departure from dca en route to csn climbing through 8300', departure control called traffic 10 O'clock 1 1/2 mi. We flashed landing lights and immediately noticed landing light illuminate at 12 O'clock. We evaded by climbing to the right. Other aircraft, high wing small aircraft type (light with beige or brown trim), passed through our landing light beam opposite direction. No doubt we would have collided if evasive action had not been taken.
