Narrative:
The wilkes barre 3 STAR stipulates 'do not slow below 250 KTS without advising ATC.' however; the final fix on the STAR for the transition to the approach plates for ILS 19 at teb is stw which is 38 miles from the IAF (unvil). There is no speed note on the approach plate. At approximately 12 miles from the IAP and estimated 26 miles after stw on vectors for ILS began to slow to 210 KTS. At 210 controller stated; 'what is your airspeed?' we replied; '210.' he advised; 'you have to tell me; etc.' this presents 2 problems: 1) you cant cross the IAF at 250 KTS safely and the glideslope will bring you (problem 2) below 3000 ft in an area where you would descend below 3000 ft is the floor of class B; where a 200 KT maximum applies. Complying with both/all would be unsafe/difficult. Preferred note on the STAR should be 'maintain 250 KTS until passing stw or until within X miles of unvil.'

Title: Approach Controller reminded a Cessna 750 Captain of his failure to advise before reducing below 250KTS as specified on the WILKES BARRE 3 STAR to TEB. Reporter believes this restriction is not appropriate as the aircraft nears TEB.
Narrative: The WILKES BARRE 3 STAR stipulates 'Do not slow below 250 KTS without advising ATC.'
