I attempted to contact the flight enroute to obtain information regarding an extended taxi on departure. I was unable to contact the flight via radio; thus 2 way communication was not available which is required by far 121.99. We need a more reliable source of communication for our flights.

Narrative: I attempted to contact the flight enroute to obtain information regarding an extended taxi on departure.
