Narrative:
We were cleared for a quiet bridge approach to sfo runway 28R. The frequency was overcongested. The controller had more to do than he could handle. One aircraft was issued a clearance to maintain visual sep with 2 aircraft and continue. One small transport simply could not see traffic that the controller wanted him desperately to see. It was a madhouse. Approaching the bridge, we noticed we were going to run over an small transport if we didn't slow in a hurry. We were never issued a follow or maintain visual sep clearance. Over the high span I was able to get into the frequency and ask if he wanted us to contact the tower. The answer was yes. The tower frequency was another madhouse. The controller was talking faster than I had ever heard a controller talk before, and I've been to ord a lot. About 1800' I got a clearance to land. At 1000' I noticed an light transport angling toward us from the left. There was some talk on the frequency about an light transport landing on runway 28R. At 500' I asked the controller what was the intention of the light transport on our left. She said, 'he is landing on 28L.' we were never issued a visual sep clearance with the light transport, nor were we advised of his presence. Someone should pull the tapes of 134.6 and 120.5 and listen to what goes on at sfo, 3/tue/88, XA45 to XB45 PST.
