Narrative:

I was on an IFR flight plan returning to gtu. AWOS at gtu reporting wind 290 @ about 10 using runway 29. Aus cleared me for the visual runway 29 at gtu and sent me to gtu tower. Tower told me straight in runway 29; cleared to land. I did not hearing the tower talking to a citation at this time. On final approach; after crossing the power line that is about a mile out; my TCAS warned of traffic and I could also hear the tower speaking. I asked the tower to say again. More TCAS alerts that completely drowned out all tower communication. I was at half flaps; I understand the TCAS is supposed to be suppressed when the flaps are extended. Now at 3-400 ft and within half mile of the runway; I heard tower say cirrus make left 360. I heard the tower say citation make a 360. I pulled up and banked hard left at full power; I was looking straight at the citation who was also in a 360 turn. Separation did not look to be any problem from that angle. I re-entered the visual runway 29 and landed without further incident. How the problem arose: I have no idea how the citation was cleared to land runway 36 at the same time I was cleared to land runway 29. I did not hear the citation clearance. The time I was on gtu frequency; after being turned over by aus; until I was on the approach was only a few minutes. The TCAS warnings contributed to my being unable to hear ATC from about 1 mile to a half mile; 10 to 15 seconds. I do not know if the tower tried to contact me during this interval. The problem of TCAS warning covering up ATC on this airplane was 'fixed' at the cirrus service center last month; it will be brought up to them again.
