Narrative:
While underflying sfo TCA sector D, I put the aircraft into climb confign and encountered some difficulty in contacting oak radio to open the flight plan, probably due to terrain interference with the radio signal. After establishing contact I noticed that the aircraft was about to enter the TCA, so I dropped down to 3800' MSL. This was caused by spending too much time on 1 aspect of flight. I should have kept up my scan while adjusting the radio.

Title: PENETRATED THE FLOOR OF TCA WITHOUT CLRNC.
Narrative: WHILE UNDERFLYING SFO TCA SECTOR D, I PUT THE ACFT INTO CLB CONFIGN AND ENCOUNTERED SOME DIFFICULTY IN CONTACTING OAK RADIO TO OPEN THE FLT PLAN, PROBABLY DUE TO TERRAIN INTERFERENCE WITH THE RADIO SIGNAL. AFTER ESTABLISHING CONTACT I NOTICED THAT THE ACFT WAS ABOUT TO ENTER THE TCA, SO I DROPPED DOWN TO 3800' MSL. THIS WAS CAUSED BY SPENDING TOO MUCH TIME ON 1 ASPECT OF FLT. I SHOULD HAVE KEPT UP MY SCAN WHILE ADJUSTING THE RADIO.
