Narrative:
I was assigned to remove aft cargo compartment ceiling panels; I saw voice recorder and APU control box cage hanging out of its place with both boxes inside the cargo disconnected; already unhooked. I relocated them to the avionic storage rack after I tagged them and installed caps. I told the avionic guy about these boxes; he asked if I pulled the circuit breakers; I said no; I thought they were already pulled; he said let's check it out. We pulled 3 or 4 circuit breakers; tagged them and entered in circuit breaker tally sheet. The work card to remove ceiling panels does not address removing voice recorder and APU control box. I assumed somebody forgot those boxes and put (them) in (the) avionics cage. Never assume anything. I thought there was a work card for these; because in order to remove the ceiling panel above voice recorder area; these components need to be removed first. Maybe put an extra step in work card; addressing removal of voice recorder; APU control box and the cage displacement.

Title: A Mechanic assigned to remove aft cargo compartment ceiling panels on a B737-800; notices the voice reocrder (CVR) and the APU control box cage hanging out of it's place; with both boxes inside the cage disconnected and already unhooked. Circuit Breakers had not been pulled and the work card for ceiling panel removal did not address the necessity of removing the CVR and APU Control Box.
