Narrative:
Descending from altitude for a vap to pendleton, or. As we xed the VOR, a near midair occurred with an small aircraft. We had been cleared from center frequency to PDT tower. Center had issued prior traffic information at 2 O'clock, no factor. This aircraft was at 10 O'clock and had not been called. On takeoff from pdx, center had us in radar contact. Another factor perhaps was the high rate of descent requiring attention inside instead of outside. Callback conversation with reporter revealed the following: had departed pdx and was in radar contact with ZSE the entire route. Had spotted the traffic pointed out at 2 O'clock, but no mention was made of the 10 O'clock. Advised reporter it is possible the small aircraft was not using a transponder and was being picked up on the radar. He estimated the miss distance as 100'.

Title: NMAC WITH SMA OVERFLYING THE PDT VOR. NO TRAFFIC ADVISORY GIVEN.
Narrative: DSNDING FROM ALT FOR A VAP TO PENDLETON, OR. AS WE XED THE VOR, A NEAR MIDAIR OCCURRED WITH AN SMA. WE HAD BEEN CLRED FROM CENTER FREQ TO PDT TWR. CENTER HAD ISSUED PRIOR TFC INFO AT 2 O'CLOCK, NO FACTOR. THIS ACFT WAS AT 10 O'CLOCK AND HAD NOT BEEN CALLED. ON TKOF FROM PDX, CENTER HAD US IN RADAR CONTACT. ANOTHER FACTOR PERHAPS WAS THE HIGH RATE OF DSCNT REQUIRING ATTN INSIDE INSTEAD OF OUTSIDE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: HAD DEPARTED PDX AND WAS IN RADAR CONTACT WITH ZSE THE ENTIRE ROUTE. HAD SPOTTED THE TFC POINTED OUT AT 2 O'CLOCK, BUT NO MENTION WAS MADE OF THE 10 O'CLOCK. ADVISED RPTR IT IS POSSIBLE THE SMA WAS NOT USING A TRANSPONDER AND WAS BEING PICKED UP ON THE RADAR. HE ESTIMATED THE MISS DISTANCE AS 100'.
