Narrative:
Small transport X, an inbound to standiford, was at FL350. Medium large transport Y, en route from nashville to phl, was at FL330. The rebel hi radar controller descended small transport X to FL310. Small transport X was later told to expedite his descent to FL310 and report reaching. At that time small transport X reported leaving FL320. When C/a activated, small transport X was asked his altitude and he reported level at FL310. 5 mi radar sep was lost before small transport X reported reaching FL310.
