Narrative:
During preflight preparation; an ege NOTAM restricted category b-ii aircraft from landing at ege. It was determined by the operator that the piaggio P180 was legal to operate in/out of the ege airport based upon an approach speed recommended by the manufacturer. Upon further research; the captain determined that the appropriate reference speed called for by the NOTAM was exceeded by the P180 using 1.3 vso calculation. Later an advisory circular was found describing and listing various aircraft and their designated category/size. Because the advisory circular was dated from 1989; the P180 was not listed nor did it have an official designation. This caused confusion because of the lack of designation of the P180 aircraft. The NOTAM is ambiguous and difficult to decipher the intent. The NOTAM system could be changed to use plain language dissemination.

Title: A Piaggio P180 pilot was unable to determine if his aircraft could legally operate into and out of EGE because the airspeed restricting approach and landing NOTAM references an advisory circular dated twenty years prior.
