Narrative:
I called ground control at gmu. They gave me the winds; active runway and weather. I had an IFR clearance on file; but elected to ask for VFR flight following in lieu of the IFR to ZZZ airport. The ground controller noted that the active runway was 01. He then cleared me to taxi to runway 28 with no hold short instructions for runway 01. I began my taxi to runway 28 and as I crossed runway 01 another aircraft was landing; but was able to hold short of my progress across runway 01. I was surprised to see the other aircraft and the controller called me and noted that I had crossed the active runway. I noted to him that he had cleared me to taxi to runway 28. He said that runway 01 was the active and that I should have stopped and asked for permission to cross runway 01 before proceeding. It is my understanding that if I am issued a taxi clearance with no hold short instructions I am cleared all the way to the runway that I am taking off on.
