Narrative:
Tampa approach had heavy thunderstorm activity moving from west to east over the airport and began shutting off arrivals. Because of the weather; most traffic was forced to the east side (east departure area). The east departure cpc was working eight (8) aircraft; including 4 air carriers holding over lakeland VOR at 7;000 ft; 8;000 ft; 9;000 ft; 10;000 ft. The cpc had increased voice communications because of the weather deviations; arrivals shut off; holding; and adjacent sectors requesting information on who could land. The cpc forgot to check the altitudes of the over flight on V157 which runs north and south across the lakeland holding pattern. Small aircraft was south bound on V157 at 9;000 ft and A320 was west bound holding at 9;000 ft. The cpc noticed the conflict developing and immediately turned small aircraft left and advised him of the other traffic. However; loss of separation occurred.

Title: TPA TRACON Controller experienced operational error at 9000 FT when failing to realize over flight traffic would conflict with holding traffic. Weather; traffic volume and increased communication listed as causal factors.
