Narrative:

After takeoff after the 1000 ft call I requested flaps to 8 degrees; upon retraction; flaps fail EICAS message appears on primary display. I had controls and radios assigning my first officer to proceed with the QRH followed by checklists; and briefings. Then asked when everyone was ready we notified ATC that we are ready to come back and land with emergency vehicles attending for us by the runway. Landing uneventful. I reported about the flaps not retracting; forces us to return to the airport; and not to be concerned; everything will proceed as normal; and the gate agents have been notified to take care of every passenger.

Title: A CRJ-200 EICAS annunciated FLAPS FAIL at 1;000 FT as the takeoff flaps were being retracted. An emergency was declared with a return to land.
