Narrative:
We landed on xxl and received a clearance to hold short of xxc. Approaching the hold short and slowed nearly to a stop tower said something to us that could not be understood because the raas was blaring. With an aircraft on xxc position and hold we were more than unwilling to guess that tower may have just attempted to clear us across xxc; so we asked them to repeat the clearance. Low & behold; they had tried to clear us to cross the runway. The raas having finally shut up; we were able to hear our clearance and safely cross. We thought that perhaps we could hear our callsign somewhere underneath all the raas noise. The raas caused this event. Pull the plug on raas.
