Narrative:

We had just leveled off at FL280. We got a low oil pressure warning and noticed that the oil pressure was fluctuating between 25-35 psi. We followed the QRH; which advised us to monitor the indications. We decided to divert as a precautionary measure and notified ATC and company. Several minutes later the oil pressure started diminishing and was now fluctuating between 20-23 psi. We decided to shut the engine down at this time and declared an emergency. We performed the QRH for intentional engine shutdown. The rest of the flight was uneventful.
