Narrative:

The problem (if any) resulted from the way we interpreted the tyler approach plate. More exactly, the note concerning 135 operators on runway 13 at tyler. We took off from runway 13 with 1/4 mi visibility. After we reached altitude we talked about the note and whether it is/was binding or could be reduced! Before takeoff we studied all the available information in our standard practice manual (these are included). We determined we could reduce the visibility to 1/4 mi and takeoff safely!

Narrative: THE PROB (IF ANY) RESULTED FROM THE WAY WE INTERPRETED THE TYLER APCH PLATE. MORE EXACTLY, THE NOTE CONCERNING 135 OPERATORS ON RWY 13 AT TYLER. WE TOOK OFF FROM RWY 13 WITH 1/4 MI VIS.
