Narrative:
On departure climbing through 2000 ft MSL; a very strong; hot; dry burning smell permeated the cockpit and the entire cabin. The forward and aft flight attendants advised that they smelled a very strong; hot; dry burning smell throughout the cabin. Both the first officer and I had the same smell in the cockpit. Because of the intensity of the fumes and the nature of the fumes (hot; dry burning smell); I felt the safest course of action was to return to land. An emergency was declared with ATC and a normal landing was made eight minutes later at a landing weight of 140;000 pounds.
