Narrative:
Departed buckingham north with left turn contact page to pass through en route to naples VFR 2500. Page tower requested to call ft meyers approach. After tuning frequency and waiting about 30 second for radio traffic. Upon calling ft meyers approach, he said stand by. After about three calls I began to circle. Finally I received a transponder code and was cleared on course. Ft meyers requested a telephone call from me and advised I was about three mi out before getting my clearance, violating the arsa and air traffic area. A solution would be to allow more time for ATC delays, or backup of radio communication. Callback conversation with reporter revealed following. Advised location and name of departure airport, lehigh. Had received clearance from page tower in the past but did not think of it on this incident. Normally stays below the arsa and requests clearance through the air traffic area at page. FAA requested a report but he has heard nothing further.
