Narrative:

Pilot attempted landing in open neighborhood. Wind speed had picked up and was higher than it was at 500-1000 ft AGL. Pilot pulled red line prior to touch down; wind gust dragged basket. Pilot was ejected and continued to hold the red line. Wind gusts pulled the red line from pilot after dragging pilot. Pilot called to passengers who have had prior ballooning knowledge to pull the redline. Basket hit house with 2 passengers and kevlar cables caught balloon on power line. All emergency personnel were called and responded. Police report filed; power company report filed. Passengers were instructed by the pilot to stay in the bottom of the basket and stay still. Also; all responding personnel were also instructed by pilot to stay away and pilot set up a secure area with crew. No damage balloon and no injuries.

Title: Hot air balloon pilot experienced strong winds during attempted landing with two passengers aboard. At touchdown pilot attempted to pull red line but fell overboard before balloon was stopped. Passenger was able; at the direction of the pilot; to pull the red line and deflate the balloon.
