Narrative:

The first officer performed the preflight inspection, (exterior) while I received our clearance and performed the interior inspection. To the best of my knowledge nobody was near the aircraft. Our initial clearance from sps was to fly heading 150 and climb and maintain 2300'. After takeoff on runway 17 at approximately 1000' AGL, without any previous unusual indications, the right engine cowling came off and there appeared to be a loss of power on the right engine. At the same time the right propeller lever advanced suddenly. The right torque indicator went to zero and the aircraft yawed to the right. The first officer said the engine cowling was off. We proceeded to perform the 'engine failure on takeoff after V1' checklist. The right propeller did not autofeather, so the propeller lever was manually positioned to feather. The 'in-flight engine shutdown' checklist was performed. We requested and received priority handling back to sheppard AFB. We made a right turn back to the airport and landed on runway 35 west/O further incident. There was damage to the right engine, engine cowling, and fuselage. Supplemental information from acn 85781. I started the preflight of the airplane just as our company manual states, which includes checking the engine latches, which by the way I am positive I did.

Title: RIGHT ENGINE COWL CAME OFF COMMUTER LTT AFTER TKOF AS ACFT WAS CLIMBING THROUGH 1000'. RETURN LAND.

AFTER TKOF ON RWY 17 AT APPROX 1000' AGL, WITHOUT ANY PREVIOUS UNUSUAL INDICATIONS, THE R ENG COWLING CAME OFF AND THERE APPEARED TO BE A LOSS OF PWR ON THE R ENG. AT THE SAME TIME THE R PROP LEVER ADVANCED SUDDENLY. THE R TORQUE INDICATOR WENT TO ZERO AND THE ACFT YAWED TO THE R. THE F/O SAID THE ENG COWLING WAS OFF.
