Narrative:
Upon a change of crew in btv my first officer performed an acceptance inspection of aircraft and reported to me it was ok and complete. We carried out our routine and normal procedures and upon lift off our F/a informed us of an open left engine cowling. I returned to btv immediately...total flight time was 11 min. No injuries but damage to left engine cowling. Supplemental information from acn 148995. Probably I hadn't secured it properly after checking the oil level on preflight, (which is required by company).

Title: COMMUTER LTT MADE A TKOF WITH THE LEFT ENGINE COWL UNLATCHED.
Narrative: UPON A CHANGE OF CREW IN BTV MY F/O PERFORMED AN ACCEPTANCE INSPECTION OF ACFT AND RPTED TO ME IT WAS OK AND COMPLETE.
