Approximately 7 hours and 20 minutes elapsed time at FL360; fuel temp -23 degrees C; received an 'engine fuel filter left' EICAS and status message. Consulted with dispatch and maintenance. Declared emergency. Cleared direct to an enroute airport. Advised flight attendants and passengers. Dumped fuel to max landing weight for a total of 31;500 pounds dumped. No other engine abnormalities. Normal landing
